What is the situation if you live in a regional area and there are no atm's for the bank you deal with? Also will you be charged the fees from eftpos transactions at supermarkets and small businesses?

Competition i was quite happy with the deal i had - unlimited transaction on any ATM Australia wide for $12 a month, which was waived if i deposited my pay into that account, so in reality $0 for unlimited transactions... now i have to pay $2 per withdrawl and are charged a $10 fee for unlimited transaction on my banks ATM's. i though competition was supposed to save me money...

Whatever happened to reciprocal arrangements ? I live overseas, however when I return to Melbourne, I always need to access my CBA account to get taxi fare etc. However, the CBA withdrew their ATM from the airport, so it is mandatory to have to use a foreign ATM. Surely if they do not provide the service, they cannot justify charging for it. The end result is going to be more privately owned ATM's and less bank owned - after all, why incur the cost for a machine, and the risks such as ATM bombings when someone else is prepared to do it. Just wait and see - look what has happened to the number of branches - I don't even know where mine is anymore

As a resident in a country area, this change has already made it more awkward for me. My banking has been for years with an Adelaide based bank, and I previously would be charged $1.25 each time I used an ATM up here, irrespective of its owner. Now practically every ATM I can use has a $2 charge. My bank also has introduced a 'disloyalty' charge of 10c on top. I'm now having to revisit my banking as whole to minimise these fees. NAB, Citibank, BankWest and AMP Banking all had accounts that didn't charge any foreign ATM fees for using any ATM in australia. Now thanks to the reserve bank's changes, those accounts no longer offer that service. We can no longer use any ATM for free. There already was competition but the reserve bank has removed it and we now get charged more. Thanks - good one.

Look at it this way... An ATM owner is a business and a business has a right to charge for a service they provide. If you don't like the cost of an item at one store, you go somewhere else to buy it do you not? What is the difference here? You, as the consumer have a choice. Also, talk to your Financial Institution. I know that when 'Foreign' ATM Fees first came in, some FIs waived the fee if they did not have an ATM in a particular area. Don't forget you can always tell your FI what you think and go somewhere else.

I currently bank with Suncorp but live in Sydney. Before the change I had unlimited use of any ATM in Australia for free. Now that is impossible, so I'm going to have to change bank. This new law just shift more market power to the big 4. Not happy.

My observations: CBA $2.00 for balance and withdrawal NAB: $1.50 for withdrawal and 50c for balance (I think the latter is correct) WBC: $2.00 for bal and withdrawal ANZ: $2.00 for balance, and withdrawal Cashcard: I think it is $2.00 for withdrawal, but it might be less for balance (please post if you know more).One service station. something like 'ecash' - I did not recognise it..$2.50 for withdrawall or bal. I have an account with Citibank (Citibank Plus) which provided free withdrawals regardless of the ATM network. I now have to pay fees unless using the westpac network (excluding the St George network). I still have to pay the same $5 per month fee for reduced service. Is this progress?????? In the USA, some banks actually rebated unfair (or otherwise) fares from ATM owners. I am at a loss to understand what the RBA has sought to achieve!

4/3/09 I used a St George ATM on George Street, Sydney and got the message that it would cost $2 to withdraw cash. I'm a customer of a credit union that does not have ATMs near me (yet), so I expect to also be charged by them for this transaction. I try to get cash out via EFTPOS when doing the weekly food shopping but have often only been allowed to take $50 cash or less by the store, so have to go to the ATM anyway.

I have an account with Citibank (Revolving Mortgage) which used to provide free withdrawals regardless of which ATM I used. Now I am restricted to Westpac only and I still get charged $20 a month for this service, unless I go over 14 transactions per month, where I am then slugged $2 per extra transaction. Bank service? I have heaps of Suncorp ATM's near my work and home but they are not operational at least 40% of the time when I go to use them.Maybe I am just unlucky - but I doubt it. The banking system is the only business I know that costs me more because they have failed to provide a service. I may be paying to a third party but I am only doing so because my bank does not have the facilty nearby, or if they do it is non operational (AGAIN). They should pay me for the inconvenice. (Most businesses have service level standards built into their contracts - and penalties if they aren't met. Suncorp is nowhere near what I think is meeting a service level standard).I know that ATM operators need to make a profit, but I operated a vending machine business for two years (Drinks, chips and lollies). I had a great deal before the ATM fee changes came into effect. $12 a month for unlimited EFTPOS, in-branch, and ATM transactions from any ATM, regardless of whether it is foreign, from anywhere in the world. I chose this account as I rarely get to use my own bank's ATM's with the travel I do for work. Now I get to pay $12/month, plus possibly another $10-20 a month for using other ATM's. Yes, I can take out more money in advance or use EFTPOS, but sometimes that isn't always convenient or even an option (for various reasons). I chose this account so I wouldn't have to worry about such issues. Most banks have come on board over the last 12-24 months with capped fee accounts, many of which gave you unlimited transactions (even if just from your own banks ATMs). Who cares what the banks charge each other for my transaction? The RBA has really let a lot of people down with this new ruling, and it will end up being the customers who pay.

Makes me concerned that 'low fee' credit unions are now extracting blood from their customers for a non-service. I've complained to them directly. i'm a AMP Banking customer - and I get slugged $2.00 when i use a CBA and WBC ATM and $1.50 when i use a NAB ATM. Previously i had unlimited transactions at all ATM's as part of my mortgage package with AMP. I'm now being forced to use rediteller ATM network to reduce fee's - which is nowhere is expansive at the major Banks ATM networks. I was quite happy with our Teachers Credit Union account - no monthly fees & up to 12 transactions a month for free as long as they were with CBA or a rediATM. It WAS easy for us in regional NSW to get away each month with no fees. Now we will be charged $5 flat fee each month per account (except childrens accounts). I know most will say this is cheap, but I was happy with the way I was going, avoiding any fee's whatsoever. I'm looking at other options...the rediATM I use (Nowra) is $2 for non credit union users.

While MECU do not have 'disloyalty' fees, they do seem to have 'loyalty fees'. Although not charged at the ATM, a withdrawal from a MECU ATM attracts a fee to the account of $1.00 while a withdrawal from a Redi-ATM attracts a transaction fee of $1.30. There is a sliding scale of rebates from $3.00 per month. But with this needing to offset other transaction fees (e.g. each EFTPOS (cash out) costs 60c), it does not go far.

After reading others comments I believe if we all leave our small user-friendly Cr Unions & Blg Societys the big banks will win. Yes we can get cash with EFTPOS but if you don't buy something you really need you are paying more than the ATM fee. It is a bit like spending $5 in store to get an extra 4c per litre off your petrol!! Come on RBA we all know every time you mutter the word 'deregulate' we the customer pay more and more. Like others, I had a fee free account with NAB. Before, I could use any ATM in Aust without charge, now, I am charged a fee which seems range from $1.50 to $2. I am now charged MORE fees, thanks RBA, what a great improvement...Also, NAB recently removed the 50c disloyalty fee for all accounts. As a NAB Gold banking customer I wasn't charged this fee anyway. This was a major benefit of having this account. What is the NAB going to do now that this benefit has effectively been removed? Rebate the foreign ATM fees charged?? I wish... but I do hear that Bank West is doing this, so it is possible!

What many do not realise is that most banks include the fee in the daily limit. If say your daily cash out limit is $500 (or $1000 or whatever) - and the ATM fee $2 - you can only withdraw $490 ($450 for $50 only machines) - it can be a real blow if you are saving or need that $500 for a particular purchase.

It is true that you can 'choose' not to proceed if you don't like the fee. In the CBD or a major suburban shopping hub this might mean walking a block or two to your bank's ATM, which is bad enough with tired kids in tow. But everywhere else (at least 60% of us) you might only have two ATMs within 10 km, so if you need cash you have no choice at all. And before anonymous city-centric smart-alecs snipe that it's our fault for living where we do, let them decide whether they want to have food on their table produced in Australia, or fertilised with human excrement in China and imported. The new law stinks. The only way it could be made to work justly is for fees in poorly serviced areas to be subsidised to zero to match those available to city folk, or for a nominal fee of perhaps 5 cents on all ATM transactions.

These new rules, which are meant to be open & good for the consumer are the worst ever. I have a NAB account that allowed me the privilege of any ATM on earth for no fee, for a higher than usual monthly fee. Now it is cheaper to use an overseas machine than it is for a non-NAB machine on Australia. Another issue I have encountered, is at the non bank machine at Treasury Casino in Brisbane. They are owned by Chubb with a fee to use them of $2.20, with them owned by a company that you cannot bank with, every transaction they collect that fee for, and it says it is a Chubb fee on the receipt. The transactions are processed by Suncorp, I would wonder if Suncorp cardholders can use them with no fee????

Now, I still have to pay $5.00 a month but unless I use a Westpac/St George/Bank SA ATM, I pay an average of $2.00 per transaction as well. How come the RBA says everyone charge for ATM usage and the banks charge what they like but when they say reduce the ineterest rates the banks say get stuffed? AMP used to have no charge for any ATM but now we are ripped off every time we don't use a RediTeller. These are few and far between and you need access to the internet to locate them! Hopeless!! MECU my bank of many years, affiliated with NAB now charge a fee of $1.50 if I use a NAB ATM, seeing as there is no Rediteller machine in my area this is a very unjust fee,and was charged to my account on 9th April 2009. I have a mortgage account with ING who used to allow us to withdraw money from all ATM's at no charge. Since the introduction of withdrawal fees, I have been advised that as long as we withdraw $200 or more we will be refunded any ATM fees that we are charged. It just means managing our money a little better, because if it's in your wallet, you're more likely to spend it!

Re Citibank Plus Account (and comment above from David of NSW) Is there also a Trade Practices Act issue here? Possible misleading and deceptive conduct if there is a website that says 'Unlimited Free Transactions' when in actual fact the transactions are charged for by an ATM operator and passed on. I am not a lawyer but it would seem that there may be an issue that warrants investigation. Other banks may have the same issue.

I am a credit union member. As of 1 March, 2009, I can only use reditellers or eftpos (not always convenient) without incurring a fee from other banking institutions. I have to drive 5 kms from my home to find a rediteller - last year there were 2 within 1.5kms. Complaining to credit union got smarmy response - hardly customer service!! Looking at taking my business elsewhere.

My NAB Gold Banking account used to allow me unlimited withdrawals at any ATMs in Australia and overseas. Now, thanks to the Reserve Bank's 'smart' policy, NAB has got a reason to withdraw the option of unlimited free access to foreign ATMs and has instead blamed the RBA for the action. Why are ATM owners not required to clearly display the ATM fee on the outside of the ATM (like petrol stations show the price of petrol on a sign and on the bowser), rather than having to get most of the way through the transaction first? People are less likely to shop-around if they have to go through this whole process rather than having the fees clearly visible for all to see.

I recently withdrew $100 from an ATM in Sydney and the$2 x2 service fee meant I paid 4% to access my own money when the closest ATM for my particular bank was a $15 cabfare away. I wrote to the ACCC to formally lodge the issue of (a) price fixing by a monopoly group ie the banks, and (b) of excessive charges given that the actual transaction cost of an ATM is around 26-30 cents. The ACCC response stated that there is no collusion or price fixing between the banks, that this is about providing a good service for the public, and that the banks know what they should be charging for the service. What a joke!

I'm with citibank and was enjoying fee free atm transactions on any network - I can't swap banks since it pointless especially since my bank isn't the one doing the charging!!! I also have to send money to the UK citibank for insurance and pension serives and this is a free transfer service no other bank offers Now Im restricted to westpac for ATM use. i just came back from overseas. When I went I had a travelex cash passport card (where you load your money onto the card and use ATM overseas to withdraw money.) My card was loaded with Australian dollars. I had money left over, so today I went to a Westpac ATM at Tuggerah, NSW to withdraw $1,000. I don't remember the being told on the screen the amount that I would be charged to make this withdrawal. However when I checked on the net I was surprised to find that I had been charged a transaction fee of $33.25. Is this a normal amount? I think this is an extremely hefty charge.

I have just found out that the fee I was charged was not a Westpac ATM fee. It was actually a penalty fee charged by Travelex for withdrawing some money in Australia and not overseas. Nowhere in the fees section of their website do they mention such a fee, however after some searching I found this fee was mentioned, hidden in their terms and conditions (2.9% of the transaction amount). Had I known this, I would not have withdrawn the money by ATM - but had the card balance transferred back to my bank account. For this travelex would only have charged me $10.00. So anyone with a travelex card needs to be aware of this penalty fee. I think that Travelex should be much more transparent about their fees. By the way, the ATM charge by Westpac was $2.00.

I live in an Aboriginal community at Gunbarlanya NT and had the need to withdraw around $700 from the ATM at the local store run bt ALPA and i was appauled to find out that the machine only allowed a limit of $200 therefore it cost me 4x$2 hits to get the money i needed. This i could afford but the point is the local people here who the majority are on benifits or CDEP program certainly could not afford these fees if they were fortunate enough to have more than 2 or 3 hundred dollars. who actually gets the $2 fee and who sets the limit that the ATM allows you to take .
